Who We Are                               

The Arizona Nonprofit + Grantmakers Policy Council is an advisory group composed of individuals interested in public policy and advocacy for Arizona’s nonprofit and philanthropic sectors.

Participation in the council is open to members of the Alliance of Arizona Nonprofits + Arizona Grantmakers Forum and is primarily made up of professionals from the nonprofit sector who are working in or for a nonprofit organization. Other members include lobbyists or other experts in public policy who support the sector.

Our goal is to have a council that accurately reflects and represents our diverse nonprofit and philanthropic communities in Arizona.

What We Do

  • Provide critical insight and feedback on issues, opportunities and obstacles facing the nonprofit sector.
  • Encourage members to communicate their issues, concerns and viewpoints on a variety of nonprofit issues through productive discussion and information sharing.
  • Help mobilize the ‘grassroots’ and ‘grasstops,’ and inform boards of directors, partners and the media on legislation, propositions or positions important to the nonprofit sector in Arizona.
  • Help shape the Alliance’s advocacy strategies and the formation of the Alliance’s annual public policy agenda, guided by the Alliance’s Public Policy Framework.
  • Help plan advocacy related programs and events.
  • Meet with policy makers and other leaders, and provide testimony at the legislature as part of the Alliance’s advocacy efforts.
  • Review and provide recommendations on legislative and policy issues to the Alliance board for approval as necessary.

Policy Council monthly activity benefits:

  • Ongoing education and information provided to Policy Council members to keep them informed on local and national issues, trends and best practices.
  • Monthly report from the National Council of Nonprofits at each meeting, providing insight and perspective on issues facing the broader sector.
  • Access to the legislative bill tracker and advocacy communications from the Alliance. 

Get Involved

The Policy Council accepts new members year-round, and we seek nonprofit leaders to join who represent the diversity of the communities and causes we support.

Meetings are normally held once a month on a Friday from 9:00am-10:30am via Zoom so members can participate from all parts of the state.

Laurie joined the Alliance of Arizona Nonprofits following its merger with Arizona Grantmakers Forum in 2022. As chief public policy officer, she is responsible for developing and executing the Alliance’s public policy agenda and engagement strategy. An active member of the senior leadership team, Laurie leads Arizona Grantmakers Forum, bringing vision and strategic thinking to advance its full integration with the Alliance.

Laurie was president and CEO of Arizona Grantmakers Forum for seven years, providing strategic leadership and creating and sustaining relationships with aligned philanthropic, nonprofit and community partners. Before joining Arizona Grantmakers in 2015, Laurie worked to improve policy outcomes for Arizonans for more than 25 years. She began her career as a research analyst for the Arizona House of Representatives before joining the Arizona Hospital and Healthcare Association, where she served as senior vice president of public affairs and as president and CEO, among other roles. In 2014, Laurie was a Washington, D.C. correspondent for Cronkite News, producing more than 30 stories covering politics, immigration and Indian affairs for Arizona news media outlets.

Laurie has a bachelor’s degree in political science from Northern Arizona University and a Master of Mass Communication degree from Arizona State University’s Walter Cronkite School of Journalism and Mass Communication. She serves on the United Philanthropy Forum board of directors and co-chairs its Public Policy Committee.

A native of the Southwest, Laurie grew up in Tempe, Arizona.

Lisa B. Lumbard, CPA, CGFM, not-for-profit consultant and leadership trainer, founded Lumbard Consulting, LLC in 2018 to share with community impact leaders what she learned in over 35 years of providing not-for-profit organizations and local governments with financial and program compliance audit services.  Her most in-demand services are for customized board trainings and assistance with building strong internal controls to support effective not-for-profit organizational growth.

 

Since selling her audit firm, Lisa followed her passion of supporting not-for-profit leaders and earned the Certificate for Nonprofit Board Consulting from BoardSource, the Executive Leadership Certification from the ASU Lodestar Center for Philanthropy and Nonprofit Innovation and the Interim Executives Academy certificate of completion from The Third Sector.  

 

She began board service while attending ASU and still serves on multiple boards and committees including the:

  • Arizona State Board of Accountancy to which she was appointed by the Governor in 2019, served as treasurer and was elected President in 2022
  • Arizona Society of CPAs not-for-profit conference committee
  • Valleywise Health Finance, Audit and Compliance Committee
  • Heard Museum, Audit Committee
  • Arizona Hispanic Chamber of Commerce, Audit Committee
  • Alliance of Arizona Nonprofits Public Policy Committee vice-chair, subject expert, Business on Board trainer and as curriculum advisor

 

Lisa is a frequent speaker at industry conferences and webinars. She is passionate about the importance, empowerment and success of not-for-profit leaders as they play their critical role in our nation.
